Central Administration

Central Administration is headed by the Municipal Coordinating Director (MCD) and is responsible for ensuring the implementation of governmental policies, projects and programmes at the MMDAs level.

The department guides policy formulation, planning and decision-making at the Assembly.

As part of its responsibilities, Central Administration acts as a liaison between Heads of other governmental and non-governmental agencies and the Municipal Chief Executive (MCE), it manages financial and other resources of the Assembly in consultation with the Municipal Chief Executive (MCE).

The Head of the Department serves as a Secretary to the Assembly and chairs the Municipal Planning and Coordinating Unit (MPCU) and acts as an advisor to the Municipal Chief Executive (MCE). The Department also ensures that the capabilities, skills and knowledge of staff are well developed.

Development Planning

The Municipal Planning & Coordinating Unit is responsible for providing leadership in the planning, implementation and evaluation of development projects and programmes in the Assembly.

The Unit provides lead support in the preparation of Annual Reports, Development Action Plans and Medium Term Development Plans. It also monitors and reports on all development projects that takes place within the municipality.

The Unit liaises with stakeholders to collect inputs necessary to aid in the formulation of public policies and programmes and also plays the role of ensuring that the capabilities, skills and knowledge of staff are well developed to ensure their effectiveness and efficiency.

Procurement Unit

The unit provides strategic direction for the achievement of the overall objective of the procurement function in the Service.

The unit plans and coordinates activities related to procurement, manages the development and implementation of the procurement plan, provides inputs for the preparation of the annual budget and liaises with service providers and other stakeholders to undertake procurement activities.

It is also the responsibility of the Unit to ensure that the procurement activities are in harmony with the Public Procurement Act, 2003 (Act 663), supervise stores management and assets disposal as well as the Preparation and submission of Annual and Periodic Procurement plans to the Public Procurement Authority.

Management Information Systems (M.I.S)

The unit provides leadership in the development and the application of IT/IM standards and quality assurance system in relation to the implementation, development and the deployment of IT/IM systems and resources.

It also advises on the provision and maintenance of computers and other office accessories. The unit also contributes to addressing IT/IM problems and issues. It provides leadership in the design and implementation of security measures to protect the IT/IM installations, infrastructure and systems.

Budget Unit

The role of the Budget Unit is to provide technical leadership in the preparation and management of the Service’s budget.

It advises the Assembly on cost implications and financial decisions in the LGS. It coordinates the preparation of budgets, participates in the preparation of the procurement plan, and assists in fee-fixing resolutions.

Internal Audit

The role of the internal audit unit is to help the municipality accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes

The unit is tasked to evaluate the efficacy of risk management procedures that are currently in place.

It also protects against fraud and theft of the municipality’s assets.

The unit ensures that the municipality is complying with relevant laws and statutes.

It makes recommendations on how to improve internal controls and governance processes.

Information Service

The Municipal Information Services Department is responsible for disseminating government policies to people within the municipality.

The Department is tasked with the responsibility of sensitising and educating citizens on various activities (E.g: health screening exercises, street hawking, etc.) organized by the Assembly.

The Department also reports on the Assembly’s monthly activities and Daily activities and ensures that these reports are duly submitted to top management of AskMA and the Ministry respectively. ISD also sees to the compilation and timely delivery of Situational reports and Public Reaction reports within the Assembly to the Minstry of Local Government and Rural Development.

Transport Unit

Establishment of Transport Department At MMA Level

The Transport Department is established at Metropolitan and Municipal Assemblies as per Second Schedule of the Local Governance Act, 2016 (Act 936).

Strategic Overview of Transport Department

The guiding principles for the functioning of the Transport Department are as follows:

Vision: Providing a World standard Urban Mobility System that guarantees safe, efficient, effective and accessible mobility in the district.

Mission: To deliver transportation planning, regulation and management solutions that provide safe, effective, efficient, accessible and convenient mobility system consistent with best consumer satisfaction to enhance the quality of life of the people.

Objectives of the Establishment of the Transport Department

  1. To ensure development of a well-planned transport network and properly regulated transportation services within the district;
  2. To develop accurate transport database to enable effective integration of urban and transport development at the district level
  3. To ensure effective and efficient transport service delivery and improvement of general mobility of people and goods within the district;
  4. To develop capacity and technical expertise for transport planning, regulation, safety and network development at the district level;
  5. To assist the District Assembly in executing its functions in relation to planning and development of transport infrastructure, i.e., transport terminals, taxi ranks, car parks, bus stops;
  6. To regulate movement of specified vehicles on specified roads to minimize congestion within the principal commercial centres;
  7. To regulate commercial transport services, control the use of Lorry Parks, bus stops, and car parking areas;
  8. To coordinate traffic management measures to minimize congestion on the general road network;
  9. To sensitize transport stakeholders on local policies and programs and provide opportunities for operator feedback; 

Client Service Unit

The Client Service is the first point of view to the Municipal Assembly which promotes and strengthen the relationships with the public so that they would be able to access and address their immediate developmental needs.

The Client Service aims at boosting client confidence in the operations the Municipal Assembly in the delivery of its mandate. The Client Service  ensures that clients are promptly notified on the receipt and dispatch of correspondences.

Estate Department

The Estate Department is responsible for the management and maintenance of the Assembly’s assets. These assets may be fixed or movable. The portfolio of fixed assets include Markets, Assembly offices and residences, public open and/or recreation spaces, sanitary buildings, lorry parks and a host of other ancillary/quasi public buildings.

The movable properties include but not limited to office accessories and equipment, Assembly-owned furniture and chattels scattered over in all official residences.

The Department is also responsible for allocation of stores, prepares and executes tenancy agreements for occupants of all its properties and keep inventory of all movable and immovable properties.

The Department registers title documentation for all the Assembly’s fixed properties to enhance their investment potential by way of providing equity to partner private sector for development.

Records Unit

The Records Management Unit of Metropolitan, Municipal, and District Assemblies (MMDAs) in Ghana handles official correspondence, manages active and inactive files, and preserves institutional memory. Its core duties ensure confidentiality, easy document retrieval, and compliance with administrative procedures.

Key Functions

  • Mail Handling: Receives, records, and distributes all incoming and outgoing letters and documents.
  • Filing and Organization: Captures, classifies, and maintains correspondence in appropriate physical files and electronic systems.
  • Information Retrieval: Provides timely and accurate access to files and data for internal staff, local officials, and the public.
  • Archival and Disposal: Manages the life cycle of records, protecting confidential files and transferring records of enduring value to national archives

Culture Unit

The Culture Unit (often housed under the Department of Social Welfare and Community Development or Education, Youth and Sports) in Metropolitan, Municipal, and District Assemblies (MMDAs) in Ghana is responsible for preserving local heritage, promoting community development through the arts, and implementing national cultural policies at the local level. Its core functions include:

  • Mobilizing and training local or amateur cultural troupes
  • Organizing community and school cultural festivals
  • Collaborating with traditional authorities to preserve indigenous values

Cultural Promotion and Education

  • Organizing district-level participation in regional and national arts and culture festivals.
  • Facilitating cultural education and youth drama programs in schools and local communities.
  • Marking international cultural days and publicizing local historical assets.

Community Development and Partnerships

  • Using theatre and arts as a medium for public awareness campaigns (e.g., health, sanitation, and education).
  • Partnering with the Centre for National Culture (CNC) and traditional leaders to maintain local peace and harmony.
  • Promoting local tourism assets and small-scale creative industries.
